My name is Rachel Gall, and I am currently the Chair of the Statewide CAO Supervisors’ Committee. For this upcoming election, I am a candidate for Fiscal Trustee. Although I have enjoyed chairing the Supervisors’ Committee for the past six years, I feel it is time that I take on a different role in this union. I believe the role of Fiscal Trustee is vital to our union, especially post-Janus and post-COVID and during these unstable economic times.
I became involved in the union in late 2012 when I attended the Future of Labor Summit in Harrisburg. In 2013, I became a Chief Shop Steward, the Chapter 3 Rep to the Statewide Health & Safety Committee, and then the Chair of the Allegheny Countywide CAO Rank & File Committee.
In 2015, I was elected to the Statewide CAO Rank & File Committee. I left the committee in October 2016 when I was promoted to supervisor. I became a member of the Statewide CAO Supervisors’ Committee in 2017 and was elected the Chair of the Committee in 2018 and again in 2021.
I have served as a member of the Statewide Executive Board from January 2015-October 2016 as a CAO Rank & File Representative and since January 2018 as Chair of the CAO Supervisors’ Committee. I routinely familiarize myself with all fiscal matters shared with SWEB and have an established understanding of our local’s economics.
I was a member of the statewide negotiation teams for the last two state contracts, which have both resulted in improved language and historical raises. I was also a member of the team that secured the Permanent OA Telework Agreement side letter in 2021.
In addition to my experience with the statewide work committees, I served as Chapter 3 Treasurer from 2015-2017 and am currently serving as Chapter 3 Vice Chair of State Units. I have also served as Treasurer for Southwestern PA Chapter of the Coalition of Labor Union Women (CLUW) since 2016.
I am highly familiar with chapter and committee budgets as well as the overall budget of the local. I have done accounting functions as Treasurer of SWPA CLUW. As a supervisor for almost seven years, I have extensive experience reviewing work for timeliness and accuracy. I am prepared to work as a member of the Budget Finance Committee reviewing and revising fiscal policies.
I am honored to have been asked and encouraged to run for Trustee of our local. Those who have worked with me over the years know me to approach my duties in an objective and professional manner. I have given total commitment to any role I have taken on in the last eleven years and have become a resource for members statewide. I respectfully request your support for Trustee for the 2024-2026 term.
